that is what happens when you starve the beast, criminals don’t go to jail anymore.

It looks like whoever wrote that article decided what “small crimes” meant.

I don’t think the DA specifically said meth, heroin, and shoplifting wouldn’t be prosecuted.

Ultimately, this is a scare tactic to get more funding to prosecute criminals. Not an attempt to let criminals run free.
